Acceptance of these terms
These Terms of Service apply when you use HelpSignal. By visiting or using the service, you agree to these terms. HelpSignal is operated by E&F Compliance Services LLC d/b/a HelpSignal.
What HelpSignal is
HelpSignal is a Colorado Springs community resource platform and provider-controlled public status tool. It helps people see the latest provider-reported status for urgent local resources before calling or traveling. HelpSignal complements 211, HMIS, Coordinated Entry, provider intake, case-management systems, and community directories. It does not replace them.
Eligibility to use the service
Public users may browse HelpSignal without an account. Provider and admin tools are intended only for authorized staff. You may use HelpSignal only in compliance with applicable law and only for legitimate community-resource purposes.
Latest provider-reported status, not a guarantee
Public information reflects the latest provider-reported status or the latest admin update available to HelpSignal. Availability can change after an update. You must confirm urgent or critical details directly with the provider.
- HelpSignal does not guarantee eligibility, admission, availability, placement, appointments, transportation, safety, referrals, or service delivery.
- HelpSignal does not reserve beds, hold appointments, confirm intake, or promise that help will still be available when someone arrives.
Not an emergency-response service
HelpSignal is not an emergency-response service. If you are in danger or need immediate emergency help, call 911.
No professional advice
HelpSignal does not provide medical, legal, housing, financial, or other professional advice. Community information is offered for convenience only.
Provider responsibility
Each provider is responsible for the public information and status updates it supplies or approves. Providers must submit only information they are authorized to share publicly and must not submit client records or confidential client information through HelpSignal.
User responsibility
You are responsible for your own decisions and actions based on what you see on HelpSignal. Use your judgment, call providers directly when details matter, and rely on emergency services when the situation is urgent.
Third-party organizations, websites, and phone numbers
Listings may refer to independent providers, outside websites, telephone numbers, maps links, and community services that HelpSignal does not control. HelpSignal is not responsible for third-party services, content, acts, omissions, or outcomes.
Operational SMS and email communications
HelpSignal may send operational provider texts and emails about onboarding, listing verification, status reminders, reusable update links, service updates, and confirmation of submitted status updates. Message frequency varies. Message and data rates may apply. Providers may reply STOP to operational texts to opt out and HELP for help.
HelpSignal distinguishes operational provider communications from marketing. These terms do not promise that HelpSignal's communications program satisfies every legal requirement, and any broader compliance review should be completed by counsel before additional campaigns are activated.
Prohibited conduct
- Using HelpSignal to submit false, misleading, abusive, or unauthorized information.
- Attempting to access protected areas without authorization.
- Interfering with the site, bypassing security controls, scraping data in a harmful way, or using HelpSignal to exploit providers or people seeking help.
- Submitting client records, medical details, Social Security numbers, immigration documents, case notes, or other sensitive client information.
Intellectual property
HelpSignal and its original site content, layout, branding, and software are owned by or licensed to HelpSignal or its licensors. Provider names, logos, and listing content remain subject to the rights of the provider or other rights holders.
Account suspension or termination
HelpSignal may suspend, limit, or terminate access to provider or admin tools when necessary to protect the service, respond to misuse, correct inaccurate information, or enforce these terms.
Disclaimer of warranties
HelpSignal is provided on an as-is and as-available basis. To the fullest extent permitted by law, HelpSignal disclaims warranties of accuracy, availability, merchantability, fitness for a particular purpose, and non-infringement.
Limitation of liability
To the fullest extent permitted by law, E&F Compliance Services LLC d/b/a HelpSignal and its personnel, partners, and service providers will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for lost opportunities or reliance-based harms arising from use of HelpSignal. This limitation should receive attorney review before any broad public rollout.
Indemnification
You agree to indemnify and hold harmless E&F Compliance Services LLC d/b/a HelpSignal from claims, losses, or expenses arising from your misuse of HelpSignal, your violation of these terms, or information you submit without authority. This provision should receive attorney review.
Governing law and venue
These terms are governed by Colorado law, without regard to conflict-of-law rules. Venue for disputes should be in Colorado, subject to attorney review.
Changes to these terms
HelpSignal may update these Terms of Service from time to time. The effective date and last-updated date at the top of this page show the current version.
